Recovering the cost of public higher education in LDCs : to what extent are loan schemes an efficient instrument ?
1984
référence interne : 84022; ln many LDCs today, the education sector is still characterized by relatively low levels of enrollment. On the other hand, however, expansion in the public provision of education is limited by constraints in the public budget. To overcome this problem, various strategies could be considered, among which is the implementation of cost recovery policies. ln this paper, we have argued that higher education would be a suitable candidate ror such policies. Cost recovery at this level of education would be helpful, not only because of its potential effect on resource mobilization, but also because it would boost efficiency and equity in the overall distribution of public…
Graduate employment and the returns to higher education in Africa
2013
http://cemapre.iseg.utl.pt/educonf/2e3/files/submissions_to_web/Barounia%20Mahdi_Broeckeb%20%20Stijn.docx; In this paper, we estimate the return to higher education for 12 African countries using recent data and a variety of methods. Importantly, one of our methods adjusts for the effect of higher education on the rate of joblessness, which is substantial in most African countries, and particularly for women. Our results confirm that Mincerian coefficients cannot be interpreted as a true rate of return, and that the latter (even after taking into account the employment effect) is considerably lower than what has previously been suggested in the literature (less than half). For Sub-Saharan A…
1991
Public expenditures for higher education and fiscal rate of return : the french case Social and private rates of return of education are today well known analytical tools. But the fiscal rate of retum estimate is less common. It assumes that the State, as economie agent, would like to know whether the public finance of education is generating in the future additionnai fiscal revenues worth the initial subsidy provided. From a more political decision making point of view, the State may also be willing to know whether certain changes in education finance (more or less public intervention) will imply consequences concerning public revenues. The present article provides empirical estimates on r…
